Antonio Trejo Cabrera, un abogado que se había destacado por su trabajo en defensa de los intereses de grupos campesinos en conflictos de tierra en la región del Bajo Aguán de Honduras, fue muerto a tiros el sábado 22 de septiembre. Meses antes de su asesinato, Trejo Cabrera había denunciado que fue víctima de amenazas de muerte en repetidas ocasiones. Dos días más tarde, Manuel Díaz Mazariegos, fiscal en la ciudad de Choluteca, quien también había trabajado en casos de derechos humanos, fue asesinado.
“Lamentablemente, estos abominables asesinatos no son casos aislados”, destacó la Alta Comisionada. “Existe un clima amenazante de inseguridad y violencia en Honduras, y los defensores de derechos humanos son blanco de amenazas, intimidación, agresiones físicas y asesinatos. La impunidad ante estas violaciones es inaceptable. Cuando los responsables saben que es muy probable que se salgan con las suyas, no hay nada que disuada de asesinar otros destacados defensores de derechos humanos del país”.
Según el Colegio de Abogados de Honduras, 74 abogados han sido asesinados en los últimos tres años, sin una respuesta adecuada por parte de las autoridades. Asimismo, más de 60 personas han muerto en el marco de conflictos de tierra en los últimos dos años. Honduras cuenta con una de las tasas de homicidios más altas del mundo.
“Hago un firme llamado al Gobierno a no escatimar esfuerzos en sus investigaciones de los asesinatos del Sr. Trejo Cabrera y del Sr. Díaz Mazariegos, y a asegurarse que todo ataque o amenaza a cualquier otro defensor de derechos humanos sean tomados en serio, y debida y oportunamente investigados”, dijo. “Es esencial que las personas que comenten estos crímenes sean llevados a la justicia. No hacerlo simplemente contribuirá a exacerbar lo que ya es una situación muy grave”.
“También hago un llamado al Gobierno de Honduras a adoptar urgentemente medidas para hacer frente a la vulnerabilidad que sufren los defensores de derechos humanos, tal como fue recomendado por la Relatora Especial para Defensores de Derechos Humanos, quien visitó el país en febrero de este año”, dijo Pillay, resaltando que el Relator Especial sobre Libertad de Expresión había a su vez expresado su preocupación ante los elevados niveles de violencia que enfrentan los periodistas hondureños.
“Insto también al Gobierno a implementar los compromisos adquiridos durante el Examen Periódico Universal de Honduras del Consejo de Derechos Humanos en 2010, particularmente aquéllas orientadas a reforzar las instituciones del Estado de Derecho y la efectividad de la administración de justicia”, señaló.
Pillay expresó asimismo que la Oficina de las Naciones Unidas para los Derechos Humanos se encontraba lista para apoyar al Gobierno en sus esfuerzos por cumplir esos compromisos vitales para proveer de mejor protección a las personas en Honduras.

Pillay urges action
to confront “chronic insecurity” facing lawyers, journalists and
human rights defenders in Honduras
GENEVA (26 September 2012) – UN High Commissioner for Human Rights Navi Pillay said Wednesday the recent killing of two more lawyers working on human rights cases in Honduras were emblematic of “the chronic insecurity” facing lawyers, journalists and human rights defenders in the country, and called on the Government to take urgent steps to combat the prevailing impunity which is encouraging such crimes.
Antonio Trejo-Cabrera, a lawyer prominent for defending the interests of peasant groups in land conflicts in the Lower Aguán Region of Honduras, was shot to death last Saturday (22 September). He had repeatedly reported receiving death threats in the months leading up to his killing. Two days later, Manuel Díaz-Mazariegos, a public prosecutor in the city of Choluteca, who also worked on human rights cases, was gunned down.
“Sadly, these deplorable killings are far from isolated cases,” the High Commissioner said. “There is a menacing climate of insecurity and violence in Honduras, and human rights defenders have been targets of threats, harassment, physical assault and murder. The impunity that surrounds these violations is unacceptable. When the perpetrators know they are very likely to get off scot-free, there is nothing to deter them from killing off more of the country’s finest human rights defenders.”
According to the Honduran Bar Association, 74 lawyers have been killed over the past three years, without an adequate response from the authorities. Also, more than 60 people have been killed in land disputes over the past two years in Honduras, which has one of the highest murder rates in the world.
“I call on the Government to spare no effort in their investigations into the killings of Mr. Trejo-Cabrera and Mr. Díaz-Mazariegos, and to ensure that attacks or threats against other human rights defenders are taken seriously and promptly investigated,” she said. “It is essential that the people who commit these crimes are brought to justice. Failure to do so will only exacerbate what is already a dire situation.”
“I call on the Government of Honduras to urgently adopt measures to address the vulnerability of human rights defenders, as recommended by the Special Rapporteur on human rights defenders, who visited the country in February this year,” Pillay said, noting that the Special Rapporteur on freedom of expression had also expressed alarm at the high rates of violence confronting Honduran journalists.
“I also urge the Government to implement the commitments it made during the Human Rights Council’s Universal Periodic Review of Honduras in 2010, particularly those aimed at strengthening rule of law institutions and the effectiveness of the administration of justice,” she said.
Pillay said the UN Human Rights Office is ready to assist the Government in its efforts to honour those vital commitments to provide better protection to the people of Honduras.
